ARTICLE 1
Declare Earth a Common Home
Establish the planet's foundational resources as the common heritage of all humanity.
The foundational resources of this planet belong to all of us โ by birthright, not by gift. Before the first border was drawn, before the first deed was signed, before the first nation claimed its territory โ the Earth was here. We are not its owners. We are its custodians.
ARTICLE 2
Guarantee Universal Basic Resources
Clean water, food, shelter, healthcare, and education as birthright โ not charity.
Every human being, by virtue of birth alone, is entitled to the basics of a dignified life. There is a child being born right now. That child did not choose where to be born. Get it right at the base level โ if we cannot take care of the people, we cannot take care of the planet.
ARTICLE 3
Transition Fully to Clean Energy
Complete transition from fossil fuels within one generation. Urgently and justly.
The technology exists. The economics work. The geopolitical case is unambiguous โ energy independence removes the single greatest lever authoritarian regimes hold over democratic nations. What is needed is the decision.
ARTICLE 4
Restore the Living World
Dedicate 30% of Earth's land and ocean to restoration. Recognise the rights of nature.
68%. Since 1970 โ within the lifetime of people alive today โ 68% of vertebrate wildlife populations have declined. This is not background noise. This is the living world in collapse. Treat biodiversity loss as the existential emergency it is.
ARTICLE 5
Reform the Global Monetary System
Three pence per ยฃ100 traded. The most modest return on what belongs to all of us.
Every day, approximately $20 trillion flows through global financial markets. A levy of 0.03% โ three pence per every ยฃ100 traded โ generates $1.5 trillion annually. Every dollar of that levy funds the Compact. This is not redistribution. This is a return on a common inheritance.
ARTICLE 6
Build a Planetary Custodian Council
A lean, transparent global body with authority over existential risks only.
Lean. Transparent. Accountable. With authority over existential risks only โ climate, biodiversity, AI governance, pandemic preparedness. Not a world government. A custodian body. The distinction matters.
ARTICLE 7
Deploy AI as Humanity's Shared Intelligence
AI as a global public good. Open. Auditable. Directed at our greatest challenges.
Something extraordinary is happening. A technology is emerging that can process complexity at scales no individual human mind can match. The question is not whether AI will transform the world. It will. The question is who it transforms the world for.
ARTICLE 8
Make the Moon a Gateway
Humanity's first step outward โ taken together, as custodians.
We are a species that looks up. The Moon belongs to all of humanity. The Outer Space Treaty says so. What is needed now is the mechanism to make that principle real โ before private interests claim what belongs to everyone.
ARTICLE 9
Reform Education as Planetary Citizenship
Every child educated as a planetary citizen. Personalised. Human-centred. Equitable.
Right now, 300 million children are on a trajectory toward leaving primary school unable to read. Not because they are not capable. Because the system was not built for them. Every child known, challenged, and believed in โ as an individual.
ARTICLE 10
Establish Rights for Future Generations
Enforceable rights for those not yet born. A stable climate. A living planet.
There are people who will read this document who are not yet born. People who will inherit this planet โ its climate, its ecosystems, its institutions. The most ancient obligation: pass on what you received, intact.
ARTICLE 11
Tell the Story
Commission the artists. Fund the filmmakers. Make the vision vivid enough to feel.
The bee does not see the forest it is building. It simply moves from flower to flower, doing what it does, carrying what it carries. The forest comes later. The forest comes anyway. But when bees can find each other โ this is what becomes possible.
